In the Netherlands we disclosed a comparable downward true-up voluntarily and requested repayment on the affected entries, accepted, but only because the TP policy was documented BEFORE import and the adjustment formula was mechanical, not discretionary. Where the adjustment looks like a year-end choice, refunds get refused and upward corrections get expected anyway. Get the policy paper in the file first, then amend.

Our group applies a year-end TP true-up that retroactively lowers intercompany purchase prices by ~3%. Tax is happy; I am not, because 40 import entries now overstate customs value. Do you file voluntary amendments for downward adjustments (and claim refunds), or only correct upward ones? What have EU customs authorities accepted?
