Mombasa, so a different authority: a parallel, not a rule.
On my quay the inspection is never the slow part: the argument after it is. The importer waits on the insurer, the line wants its box back, and the reefer draws power through all of it. Destruction needs a supervised slot too, so the box sits after the decision as well as before it.
The only third outcome I have seen hold is sorting, releasing the clean cartons and condemning the rest. That needs the finding to sit on cartons. When the door is shut on the commodity itself there is nothing to sort into. Remedial action then means agreeing whose name goes on the destruction paper.
Sorting has a name in our standard too: the importer resorts the lot under an inspector's eye, at the importer's cost. On chilled fruit that means breaking the container down in a shed at the wrong temperature while you wait for the supervised slot. The hours are what kills it, not the finding. Whether pomelo would ever be offered it, I am guessing.
