Brazil: ex-tarifário for imported capital equipment, anyone been through it recently?

We are shipping wind turbine assembly equipment to a project in Bahia. Local counsel says an ex-tarifário petition could zero the II duty, but the timeline estimates range from 2 to 8 months. If you filed one in 2025-26: how long did it really take, and did you ship before approval at full duty?

Filed one for stamping-line robots in 2025: five months from petition to publication. Two things nobody tells you, approval is NOT retroactive, so anything cleared before publication pays full II; and the technical opinion stage moves much faster if your local engineer answers SUEXT questions within days, not weeks. We shipped the first units at full duty and priced it into the project.
