I am the carrier in this, so the amendment is mine. When your count drops after lodging, I amend, and an amendment can wake the screening up: that is my driver at the barrier. Send the true short number late, never the hopeful one.
That reframes the evening. I was treating the early number as my paperwork problem and it turns out it is your cab door.
Here is what actually changes. The count is the last thing I do because banding is the last thing the floor does, and I never once questioned that order. If the true number has to go late rather than early, then what has to move is not the count, it is final inspection. The housings that fail do it at final, and final sits at the end because it always has. I can pull it forward on the parts I already know are marginal and let them fail in the morning instead of at four.
What I cannot promise is the one that fails at four anyway. There is always one. On that I will do what you ask: short and late, and you decide whether it is worth the amendment, rather than a full pallet and your driver finding it out at the barrier.
