From the other side of the dock: when a box loads here in Taipei, the crew looks it over, but nobody writes it down unless a buyer asked before the truck came. Asking at validation means rebuilding a morning from months ago, and I would not trust that sheet either.
The easy version for a small supplier is a one-page form with the booking, returned with the packing list. CBP's sample checklist says the completed sheet belongs with the shipping documents anyway, and phone photos of the seal going on cost us nothing.
CBP also publishes its foreign manufacturer criteria in Traditional Chinese, which my crew would read. Would your validator take a photo of a handwritten sheet?
