Aya, the shed is not always the wrong end to ask, and it depends on what travels with the box.
I move controlled product, and in that regime the export authorisation rides with the consignment and names the destination. A transit country may not pass the goods without seeing that copy, and if the destination has changed, the transit authority has to authorise the diversion itself, then treat it as an export from its own territory onward. The shed is exactly where it surfaces, because the shed is holding the paper.
Karim's cargo has no such passenger. But the scheme does already make the registrant keep the shipping order or shipper's instruction, alongside the manifest and the through air waybill. That is the document a buyer's email eventually lands on, and it is his to hold rather than beg for.
So I would reconcile it against the waybill before the onward flight, and treat a mismatch as the notice nobody sent.
Then again, a hold spoils my stock, so I assume everyone wants a document. Tell me if I am overthinking yours.
