To mark the shift plainly: our declaration systems behave the same way. They validate that a declaration is structurally complete, not that the combination of codes chosen is correct. Acceptance is not a finding that the entry is right, in either regime. If a code should never have applied, nothing corrects it until someone files the amendment. Waiting for the system to notice on its own is not a strategy on either side of the Atlantic.
