A trailer of parts is loading for our customer in Ohio, USMCA certification in the file. This time the customer wants the forced labour exclusion claimed on the same entry, and their broker says the system refuses it next to the USMCA claim. She keyed 9903.05.93 and 9903.05.86, and both came back rejected.
I have checked my side twice: the certification is current, the origin data matches the part numbers, nothing has changed since the last crossing. What I cannot see from Querétaro is whether the pairing is not allowed or whether it is being keyed in a way the software dislikes. Has anyone had the exclusion and USMCA sit on one entry, and what would you check before this truck leaves?
What is the base heading? Heading 7307 had the same symptom after the last programming change: a legal combination stopped validating because somebody rewrote the logic behind it. Nothing in the rules stops that exclusion sitting with a USMCA claim. Have the broker send the rejection to her ABI rep with the exact codes and the response text. This deployment has shipped more bugs than any I can remember. Do not keep guessing codes at it.
I am asking rather than telling, because I do not file US entries. Does her software want a third code as well, keyed as a parent and child sequence, meaning the primary HTS (Harmonized Tariff Schedule) line first and the exclusion line hung underneath it rather than two codes on one line? I only saw this once, on a customer's entry, and it was the missing third code, not the two she typed.

A Danish exporter meets the same rejection as a TARIC additional code mismatch, so take this as the mirror, not the answer. A preference claim and a separate measure are declared as distinct TARIC additional codes, and the combination is validated against the tariff database rather than against the broker's software. The one place the two regimes part company is who owns the fix: here the authority's tariff integration, there the software vendor.
