Our US side takes our parts into a foreign-trade zone (FTZ) and has sent me their draft CF214, the zone admission form, to check against our packing list. One pallet carries goods under five HTS (Harmonized Tariff Schedule) lines, and each line has a box for a package count. Writing 1 on every line would turn one pallet into five. My reading is that the first line carries the 1, the other lines show 0, and quantity, value and weight are entered per line. Is that how people do it?
The next shipment is worse: 6 pallets, more than 30 HTS lines, machines mixed with their own parts, which do not always travel together. Does the same approach hold there?
The package count is not a line figure. The master bill of lading is manifested at the total carton count, and that is where the packages live. Each HTS line on the CF214 carries its transaction quantity, nothing more. Putting 1 on one line and 0 on the rest is answering a question the form is not asking. Same on 6 pallets and thirty-odd lines: manifest the cartons once, quantity per line. Parts that ship apart from the machine get their own line at their own quantity.
Nobody at a zone gate has ever counted an HTS line. My driver counts pallets, the bill counts cartons, and the clerk counts how long I have been parked.

Whatever package count you write is the number those two argue about. Write what they can see on the chassis, once, and let the lines carry quantity.

I send homeware out of Taipei by air, and the carton count is the only figure in my document set that anybody physically recounts. One handover came up a carton short at the receiving warehouse, the receipt was already signed clean, and my claim quietly died there. Tidy lines cost me nothing. The count cost me a carton of ceramics.
Does your driver refuse to sign when the paper and the chassis disagree, or sign and note it?
On a UK export declaration your reading is the written rule: packages are an item-level field, and when several items share one package the first item carries the count and the others show 0. The unit is the smallest external package, so a pallet of cartons counts in cartons. I do not know the US zone form; Dale's manifest-level reading may govern the CF214.

On your first point, the package figure is a reconciliation number, not a share of the goods. My bills of entry in India are held when the package count does not tally with the carrier's manifest, and the fix is always to match the carrier, never to spread a count across item lines. That is a parallel from my desk, not your law, though it points the same way Dale does.
On the second shipment, the count is not the hard field. Each admission has to stay traceable to a zone lot or unique identifier, so ask your operator how they will lot machines that arrive without their parts. Settle that first.

Strictly speaking it is not a zone admission form. It is an application for admission and for status designation, two jobs on one sheet, and the distinction tells you which column deserves your afternoon.

Look one column across from it as well: the status you elect line by line is what governs the duty treatment when the goods eventually leave the zone, long after nobody remembers the pallet count. Machines admitted without their parts is precisely where both fields bite at once.
Your instinct to check the draft against your own packing list is the right one, and it is rarer than it ought to be.
