The facts in order. My broker's invoice carried a line I had not seen before, for complex classification. He explained it with an article from Brazil that took five minutes when we first brought it in and almost four hours this time, mostly research into everything that has moved in the schedule this year.
I am not asking for anyone's fees. I want to know how brokers are structuring this: an hourly charge, a lump sum, something per additional tariff line. And from the importer's side, what my file should hold so an auditor reading the invoice sees a classification decision rather than an unexplained surcharge. Customs question only; the label on the tin belongs to a different agency.
Track the time. Every file, and the research that never lands on a file. Ask your broker for that record. If he cannot produce it, that is the problem, not the fee. On my desk it is a charge per additional tariff line: one article carrying four provisional codes bills as four extra lines. Others bill hourly or a lump sum. That is as far as I go. Brokers comparing charges is a subject the trade has been careful about since a government antitrust action decades ago.
The document I now complete most often for US customers is the classification data sheet their broker asks for before an article ships, and its problem is that the questions have outgrown what our technical department can answer from a drawing: alloy, process, whether a component was machined here or bought in. Most of a broker's four hours is waiting for that, so the surcharge lands on the importer and is passed upstream to us. I am deciding whether a complete sheet with every new article becomes a standing procedure.
The order that taught me this was a rattan lamp set for a US buyer. I had guessed the code for years, because a broker's fee on a single parcel was more than the margin, and then the tariff changes turned one lamp into several codes and my guess into a wrong landed cost. Per additional line makes sense, but I would ask for a flat price to classify each product once and reuse it across every parcel. Is that how professionals would handle a small seller?
Different problem from my desk. The cost that hurts is not the surcharge, it is the container sitting on the quay while somebody researches for four hours, with storage ticking while it waits. Get the classification done before the vessel arrives, and pay for it once. The surcharge is a rounding error next to a day of demurrage.
Chicago ramp clerk, most weeks: "The box is fine. It's waiting for somebody to decide what it is." So is my driver.
Tomás is right, and inland the cost comes in whole days. A release that lands after my last turn costs the box a full day: free time first, storage after. If the truck already went, add a dry run.
Put the last free day in the email that hands the broker the job. He can't race a clock nobody showed him.
What surprised me is the carefulness about even discussing how fees are built, not the amounts. I had understood price fixing to need an agreement between competitors, so a broker saying he bills per line does not look like one, but I am two years in and the broker above knows something I do not. If there is a case behind it, I would like to read it. My one practical question: does the broker's time record become part of the importer's file, or stay with the broker?
